I want to invest money into a low employment community and think a call center would be ideal. Can anyone lead me to information on how to start a small call center? I can get equipment and employees, but what is the best outsourcing, inbound, outbound? What one gets the most contracts etc...?

Why do the down and out communities look to things like call centers and mcdonalds for economic development?

Why not look to build business that will need more skilled jobs. The ultimate goal of a community should be to keep the most skilled workers in town.

I also think that any development of skilled jobs will also build the demand for lessor skilled jobs, though I don't believe the opposite will ring true.
